An Islamic militant website has released an audiotape, purportedly featuring the voice of al-Qaida leader Osama bin Laden. He called for the creation of a new relief body to help Muslims.
Friday's message was the third from al-Qaida figures in recent weeks concerning floods that have affected around 20 million people in Pakistan.
Bin laden said a new "well-funded" relief organization should be created to study Muslim regions near bodies of water to prevent future flooding.
The messages appear to signal a concentrated campaign by al-Qaida to tap into anger over the flooding to rally support. The authenticity of the message could not be independently confirmed.
